Robert Mueller admitted that he intentionally made it clear that his report did not exonerate Trump.
Mueller laid it all out in this exchange:
Q: You don’t have the power to exonerate. I believe he knows he does not have the power to con rate. This is the part that I don’t understand. If your report is to the attorney general. If he does not have the power to and you don’t have that power, you don’t have to tell him that you are not exonerating the president. He knows it already.
Mueller: We included in the report for those reasons. He may not know it and he should do it.

Mueller’s answer suggests that he was worried that Trump and Barr would twist the report to claim exoneration of the president. He was correct. This is exactly what they did, In order to stop them from burying the facts, Mueller intentionally made it clear that his report does not exonerate Trump. Mueller knew what was coming from the White House, and he did his best to try to stop them from distorting his findings.
