House Intelligence Committee chairman Rep. Adam Schiff (D-CA) made sure that Barr won’t be able to declassify the nation’s secrets behind the backs of Congress.
Rep. Schiff wrote in a letter to Director of National Intelligence Dan Coats, “This approach threatens national security by subverting longstanding rules and practices that obligate you and other heads of IC agencies to safeguard sources and methods and prevent the politicization of intelligence and law enforcement.”

Schiff won’t allow Barr to operate in secret
Adam Schiff’s demand carries a ton of weight. It’s his committee that is responsible for oversight of the intelligence community. Rep. Schiff isn’t going let William Barr declassify secret sources and methods to help Donald Trump cook up a conspiracy that they hope will save the president’s reelection campaign. The intelligence community is required by law to keep Congress informed of Barr’s activities.
Trump was wrong to believe that he gave Barr unlimited power to build a “deep state” conspiracy that he can use to muddy the political waters in 2020. Adam Schiff is watching, and the chairman just cut Barr’s efforts to work in secret off at the knees.
