The most likely explanation for Trump’s behavior is that he wanted to get everything out of the way so that he can sign a bill that would cut his own taxes.

The bottom line is that Democrats now can hold Republican feet to the fire on DACA, health care, and a wide variety of other issues. Democrats are empowered and can now set the stage for victory in 2016 by forcing votes on issues that Republicans don’t want to go near.
