A Federal judge in Hawaii tweaked his previous injunction blocking Trump’s Muslim to allow studies and policy reviews on its impact. One of Trump’s versions of the truth about his Muslim ban includes suggests that this is “temporary” until the government has had a chance to study the issue.

In fact, Homeland Security Secretary John Kelly told Politico Homeland security is “treading carefully to avoid accusations that they were defying court orders“.
Judge Watson’s order makes clear that the government can study the impact of Trump’s Muslim ban provided for internal reviews that internal review procedures “do not burden individuals outside of the executive branch of the federal government.”
