House Judiciary Committee chairman Rep. Jerry Nadler (D-NY) made it clear that the Mueller report must go to Congress before Trump gets to see it.
In response to Trump‘s efforts to get ahold of the Mueller report so that he can parse, twist, and spin it before Congress gets to read it, Rep. Nadler tweeted:
The law here is very clear. When he finishes his work, Special Counsel Mueller is required to report to the Attorney General, who is required to report to the House and Senate Judiciary Committees. https://t.co/dAIZeAbg7P via @CNNPolitics

Trump wants the Mueller report released so that he can use it against Democrats
Trump changed his tune on the Mueller report while talking to reporters on Wednesday afternoon:

Suddenly, Trump is claiming that he wants the Mueller report released but that is up to Attorney General William Barr.
The change, which shouldn’t be believed, because it looks like Trump is setting up his attorney general take the fall for not releasing the report, seems to be based around the idea that Trump can twist the report around to say Mueller says no collusion.
Democrats must fight to make sure that Trump doesn’t get the Mueller report before they do. As Rep. Nadler said, the law is clear, the report goes to Congress.
House Democrats aren’t going to let Trump cherry pick, spin, and lie his way out of trouble.
